Hi Riley,
The simple answer is "yes": the J430 is simply the J230 with rear seats added. That said, the fine details of how you can buy one, what category they can be registered in etc depends what country you're in. In Australia the J430 lives in the experimental, amateur-built category; kits are available but you can't buy a fully assembled J430 from the factory.
